If you've made changes in TIME Sites and published, then gone to your live site only to see the old content, there is a good chance you're seeing a cached version of your site. When you visit a site frequently, your browser will cache the data to have the site load faster.

To help clear your browser cache, hold down the shift key are you refresh the page and you will most likely now see the updated content.
